Concerning Enabling F8 Key To Enter Safe Mode on Windows 10

Hello,

The other day I watched your video on enabling the F8 Key to
enter Safe Mode on Windows 10.

I'm using Microsoft Windows 10 Pro Creators Edition. I followed
the instructions on the video. Used the Command Line:

BCDEDIT /SET {DEFAULT} BOOTMENUPOLICY Legacy

I also tried this Command Line in lower case, either way
it didn't work. I also tried hitting the F8 key while the
computer is restarting and this didn't work either.

When I restarted Windows it went right into Windows bypassing
the Safe Mode screen. I launched Command Prompt and entered
the command line: BCDEDIT and it shows that the Boot Menu Policy
is set to "LEGACY".

Why can't I start into Safe Mode this way?

Is there a way to use the F8 Key to enter Safe Mode using
Microsoft Windows 10 Pro?

While in Windows today I launched "Command Prompt" and put the
command BCDEDIT and pressed ENTER. The following message
appeared:

C:\Users\User>BCDEDIT
The boot configuration data store could not be opened.
Access is denied.

I was able to access this the other day and "LEGACY" appeared there then.
I don't know why I can't now!

P.S. I used the Windows 10 Pro Setup Disk in doing the above.
